1. Provision of requisite skills, capacity and experience to provide design services of a HRIS Solution including provision of a fully managed end-to-end enterprise class Human Capital Management (HCM) software solution.
2. Build and Implement the HRIS Solution across the Tasmanian State Service.

Provision of the following services to support the implementation of the new Human Resource Information System and establishment of the Service Delivery Model: 

• Project management services, including the management and tracking of all tasks to complete the Services; 
• End to End Business Process and Solution Design. 
• End to End Systems implementation
• Change management to adopt the process and technology changes, specific to training design, build, and train the trainer changes to enable transformation
• Knowledge transfer and operational transition support.

The program is intended to be delivered through a series of Scope of Work agreements, detailed through the initial phase, with the following 3 general phases: • Initial Scope of Work: Enterprise Design – this will be contracted for as part of this Contract through a fixed price agreement. • Subsequent Scope of Works for System Integration and Implementation – phases and scopes to be defined through Enterprise Design, with an expected initial cost estimate to be provided as part of this Contract. • Subsequent Scope of Work for the Application managed services component – phases and scopes to be defined through Enterprise Design, with an expected initial cost estimate to be provided as part of this Contract.
