The Department is seeking the Services of a Supplier to undertake the following:

  1. Develop a new campaign under the ‘Over is Over’ platform, emphasising the dangers and consequences of speeding.
  2. Reinforce the message that all forms of speeding, especially low-level speeding, pose significant risks and have consequences.
  3. Target drivers aged 17-65, particularly those who underestimate the dangers of speeding.
  4. Challenge the mindset that low-level speeding has no consequences and make safe driving the social norm.
